Mr. Keller is recognized widely for his expertise in EMS operations, finance, and resource utilization. He has led consultations with a diverse array of EMS clients, focusing on improving system efficiency, enhancing financial performance, designing system status plans, and structuring agreements between public authorities and private contractors for the provision of emergency medical services. Mr. Keller’s detailed knowledge and practical experience in the complicated and dynamic field of reimbursement and collections has led to numerous articles and national speaking engagements.  He regularly conducts financial audits for organizations interested in making the best of use of resources and maximizing revenue. These reviews typically result in multiple recommendations for enhancement of ambulance organization’s billing and collection efforts, in keeping with accepted best practices in the field. Additionally, they involve the design and implementation of systems and procedures along with the training of field and office personnel.

Mr. Keller has conducted extensive research on new service technologies for EMS. He was the primary researcher for the national ambulance rate study conducted by the firm and was the original author of the annual National EMS Salary Survey published by JEMS, the Journal of Emergency Medical Services. He was a contributing author to the popular textbooks, Beyond the Street: A Handbook for EMS Leadership and Management and Prehospital Care Administration.

Prior to joining the firm, Mr. Keller served as the Operations Manager for the Joplin, Missouri, EMS system. He developed the paramedic training program for Missouri Southern State College and co-developed a management information-accounts receivable system for EMS services, marketed nationally by Data Directions. He is a former member of the Missouri Governor’s Advisory Council on Pre-Hospital Medical Services. Mr. Keller holds a Bachelor of Science degree in mathematics.
